China Intellectual Property Society (CIPS) and the Gao Lulin Foundation (GLF) cohosted the High Level Executives Seminar on Exclusive Rights of Integrated Circuit Layout Design in Beijing. Secretary-General Yuncai ZHANG of the CIPS delivered the opening remarks. More than 50 intellectual property experts from different fields attended including experts from the intellectual property law field, integrated circuit association, Legal Affairs Department, Patent Reexamination Board (PRB), and Preliminary Examination and Docketing Department of SIPO, Beijing Guo Wei Intellectual Property Judicial Expertizing Center, and other high level executives. Deputy Secretary-General Xiushan MA of the CIPS moderated the Summit.

During his opening remarks, Secretary-General ZHANG pointed out that integrated circuit layout design is an intelligence-intensive industry, therefore intellectual property protection plays an important role to promote industrial innovation, growth and developments. However, the lack of research in this field led to lack of academic events in this field. This seminar is the first large conference that surrounded on the protection of the exclusive rights of integrated circuit layout design with authoritative experts in the field. ZHANG emphasized that through this seminar, the experts should discussed issues on the protection of the exclusive rights of integrated circuit layout design, gain inspirations on enforcement legislations and solving practical issues, provide assistance on integrated circuit layout design protection, encourage integrated circuit layout design innovation, and promote technology developments.

During the seminar, Executive Vice President Dr. Lulin GAO and Secretary-General Xiaotian XU of the China Semiconductor Industry Association introduced and analyzed the developments of integrated circuit layout design industry and its protection. Director Sunde LI of the Law Department of the Chinese Academy of Sciences University, Director of Confidentiality Review Office Li LI under the Preliminary Examination and Docketing Department of SIPO, Director Guobin CUI of the Intellectual Property Research Center of Tsinghua University School of Law, Director Li SHEN of the No. 1 Electrical Patent Appeals Office of SIPO, Associate Dean He GUO of the Intellectual Property Academy of Renmin University of China, Associate Dean of the Intellectual Property School of Shenzhen University School of Law and Vice President of the IP Tribunal of Shenzhen Intermediate Court Jianjun ZHU presented topics surrounding the following topics: the purpose of integrated circuit design layout registration and how to perfect the registration regulation, cancelation and application of integrated circuit layout design, and the legal protection of integrated circuit layout design. The experts provided in-depth analysis and interpretations from different perspectives, raised many new observations and suggestions. The attendees actively interacted with the speakers, and agreed that the experts’ presentations are content-rich, informative, inspirational, contemplating, and rewarding.
